The Thermal Power Plant Holding Company, with approximately 210 state-owned power plant units across 29 provinces and a nominal electricity generation capacity of 23,588 MW nationwide, is responsible for organizing the government's executive activities in the field of thermal power generation connected to the country's transmission and sub-transmission grid. It also oversees the management of its subsidiaries, plans and directs the development and operation of the aforementioned power plants within the framework of the Ministry of Energy's policies, and facilitates the participation of the non-governmental sector in thermal power generation.
